Summary:
This book is about how community development, in the form of empowerment projects targeting underprivileged families, is carried out. Community empowerment is a development process that makes people take the initiative to carry out social activities to improve their own situation and condition as well as their surrounding environment. Community empowerment can only be realized if the community participates in it. The community acts as a driving force, not just a beneficiary. In other words, the success of a community empowerment program is not only determined by the party carrying out the empowerment, but also by the active community being empowered.
Community development is a process of actively and sustainably strengthening communities based on the principles of social justice, participation and equal cooperation. Community development expresses the values of justice, equality, accountability, opportunity, choice, participation, cooperation and a continuous learning process.
The most important aspect of the process is that the process must involve the community itself. This involvement will not be achieved without full participation. The community development process cannot be imposed from the outside, and cannot be determined by community workers, local councils or government departments. The community development process must be a community process that is owned, controlled and carried out by themselves.
This is not always easy to achieve, because people are used to being in a comfort zone, and efforts to encourage change mean forcing everyone to adjust to the change itself. However, it is impossible to develop a community by imposing burdens. Each community has different characteristics in terms of social, economic, political and cultural aspects, so that everything that happens in one community will not be the same as another community because of the differences in these characteristics. Or implementing the same activities and intervention methods. The process of community development frustrates its participants.
This book tries to portray how the empowerment policy, which targets the underprivileged family group in East Manggarai, East Nusa Tenggara. Through the Family Income Improvement Program (UP2K). As will be explained in this book, the UP2K program policy is not without obstacles. The most important obstacle is in the community as the main beneficiary of the program.
Specifically, this book looks at how the program implementation process through a series of interventions, includes four main processes, namely: (a) assessment, aims to determine the accuracy and effectiveness of the program in community development efforts. This assessment includes needs assessment, problem identification, problem analysis, and resources assessment., (b) plan of treatment (action plan), is a process of identifying, sorting, connecting problems or needs with resources that can be utilized to solve problems and/or meet needs through a series of activities; (c) treatment (action), includes monitoring and evaluation actions. Monitoring provides two benefits, namely providing information for temporary reference while the program is still ongoing. Then, evaluation actions are carried out periodically which are aimed at both program implementation (process of results), and cooperation between all actors; and (d) termination (release), is a temporary stop step (sequence) of community development activities which may later be followed up with the next series of activities.
Furthermore, this book tries to offer a new perspective on the empowerment policy process. Instead of sticking with the waterfall model, where one stage moves to the next, this book offers an agile governance model approach. This agile model is very crucial, because it opens up opportunities for program changes while the program is running. When compared to the waterfall policy model, the agile model is very flexible in responding to problems in the field.
There are quite a few agile approaches, but this book focuses on the dynamic governance approach to see how far a program is run, changed, revised, transferred, and so on. This book, as intended, is both an introduction and an offer of a new perspective.
